In about 2-3 week you can get max level no problem without any foods and boosts and rather casual play. To buff you could grab the guild buffs from guild hall if you have one. WvW upscales your character to 80, but while in theory you can join in at any level, often you're using gear that only has 1-2 stats per item vs. 3 or 4, so you'll technically be below expected performance. Also, you won't have the trait lines at your beck and call (unless I overlooked something).
For Factions - It is VERY easy to get to level 20 here. After the second mission, if you have done all the quests on Shing Jea, you should be around lv 18, maybe 19 if you killed mobs for awhile before you started on quests. Here's my argument: Start two characters and level each a little ways. Take the character you LIKE THE LEAST and boost it to level 80. With that boosted character run to Silverwastes and start HoT story; do the first two chapters. This will give you a glider and basic glide mastery.
At level 11, you'll be able to use hero points to unlock new traits and skills. Don't worry too much about what skills and traits are the best for your class; from now until level 80 is the time where you want to experiment with different skills, different weapons, and different armor stats to find your playstyle.
